Preheat oven to 350 degrees. Grease an 8" x 8" baking dish, set aside. Add enough water in a medium size pot, for cooking broccoli. First bring water to a boil. Add broccoli, bring back to a boil and cook broccoli for 2 to 3 minutes. Drain in colander and then transfer to a medium size bowl.
In a small sauce pan over medium heat, melt 1 tbsp. of butter. Add red bell pepper and scallions. Cook over medium heat for 3 minutes. Remove the vegetables from the pan and place them into the bowl of broccoli.
Turn heat under pan to low. Melt remaining butter. Stir flour into the butter in pan until smooth. Gradually stir in milk and cook until sauce is slightly thickened. Stir in salt, pepper and cayenne pepper. Pour flour mixture over vegetables in bowl, add cheese and gently stir together. Spoon into the prepared baking dish. Top with bread crumbs and bake for 15 to 20 minutes or until crumbs are lightly browned. Makes about 4 servings.
